A proud native of Northern Colorado, Norma L. Perez brings a lifetime of local knowledge, authentic relationships, and more than 20 years of dedicated community service and advocacy to her role as Executive Director of the Windsor Area Chamber of Commerce.
Norma has built her career around serving people, strengthening communities, and creating meaningful connections. For more than 15 years, she worked as a Case Manager with the Department of Human Services, supporting individuals and families throughout Northern Colorado. She further strengthened her passion for advocacy through her work as a Victim’s Advocate for the Greeley Police Department and as a Parent Educator for C.A.R.E. (Child Advocacy Resource & Education). Her commitment to grassroots support also included leading a diaper ministry through her church, helping meet essential needs for local families.
Following a life-altering car accident in 2009, Norma stepped away from her professional career to focus on her health and recovery. When she returned to the workforce in 2016, she brought with her renewed purpose, resilience, and a deep passion for community engagement, and relationship-building.
Today, Norma applies her diverse experiences to support Windsor-area businesses, foster collaborative partnerships, and advance the Chamber’s mission to support, connect, collaborate, and enrich the Windsor community. Her background in advocacy, human services, leadership, and community engagement gives her a distinctive perspective on the needs of local businesses, families, and the broader regional economy. She is committed to building trust, creating meaningful value for Chamber members, and helping strengthen Windsor as a place where businesses and people can thrive.
Norma has resided in Northern Colorado husband, Oscar, since 2019. Together, they cherish their blended family of four sons, two daughters, and eight grandchildren…with another one on the way and debuting December 2026, along with their beloved fur babies. Outside of work, Norma enjoys exploring new places, antique shopping, hiking Colorado’s beautiful trails, and, most importantly, creating lasting memories with family and grandchildren.
